The City publishes complete records only, so the change between years partly reflects which records were published, not just how much enforcement there was.
Ticketing was busiest in the middle of the day. The noon hour had the most tickets of any hour, at 219,849, and the hours from 11 a.m. to 1:59 p.m. made up 22.8% of tickets with a valid time. Overnight enforcement was also substantial: the hours from midnight to 4:59 a.m. accounted for 18.4%. The quietest hour was 5 a.m., with 18,356 tickets. These counts show when enforcement happened. Enforcement was not spread evenly across the day.
Parking during signed no-parking hours was the largest family, at 25.1% of tickets. It was followed by unpaid meters and pay-and-display at 21.7%, and permit parking at 16.4%. Hydrant, fire-route, accessible-space, sidewalk and bike-lane infractions made up 4.5%. The single most common code was code 5, parking on a highway during prohibited times or days, with 582,359 tickets (20.8%). Next came code 29, parking at prohibited times without a permit, with 452,902 tickets, and code 210, failing to display a pay-and-display receipt, with 346,126.
Among tickets matched to the street map, Yonge Street had the most, at about 85,677. Bloor Street West had 63,939, and Danforth Avenue had 53,301. By written address, 1750 Finch Ave E led with 7,905 tickets, followed by 20 Edward St with 6,993. Busy commercial streets get more patrols, so these totals reflect where enforcement was focused, not how risky a place is.
