2023: Ticketing rebounds to 2.26 million
Toronto issued 2,256,360 parking tickets in 2023, up 23.8% from 2022, with $122,409,230 in set fines; private-property, meter and signed no-parking tickets made up most of the total.
The corpus holds 2,256,360 parking tickets for 2023, carrying $122,409,230 in set fines. That is 23.8% more than the 1,821,887 tickets recorded for 2022. Ticket counts measure enforcement activity, not how often people park or break the rules. The City also publishes complete records only, so some tickets, such as many issued to out-of-province plates, are missing from both years.
Ticketing peaked in the late morning. The busiest hour was 11 a.m. with 163,563 tickets, and the hours from 9 a.m. to 1 p.m. together accounted for 32.4% of tickets with a valid time. Overnight enforcement was also heavy: 20.8% of tickets were written between midnight and 4:59 a.m., with a smaller spike at 3 a.m. (109,205). The quietest hour was 5 a.m., with 22,061.
Private property was the largest family at 21.5% of tickets, followed by unpaid meters and pay-and-display at 18.9%, no parking during signed hours at 16.9%, permit parking at 15.4% and no stopping or rush-hour rules at 14.1%. Hydrant, fire-route, accessible-space, sidewalk and bike-lane infractions made up 4.1%. The most common single code was code 3, parking on private property, with 435,620 tickets. Next came code 207, machine-required fee not paid (366,917), and code 29, parking at a prohibited time without a permit (331,429).
The most-ticketed block by far was Keele Street between The Pond Road and York Boulevard, with about 40,580 tickets. Of these, 98.7% were private-property tickets. Yorkville Avenue between Bellair Street and Hazelton Avenue came next at about 8,352, followed by Edward Street between Yonge and Bay streets at about 8,149. Enforcement is not spread evenly across the city, so these rankings show where tickets were written, not where parking problems were worst.
